The Impact of Business Capacity-Building Training on MSMEs by the Surabaya Department of Cooperatives, Small and Medium Enterprises, and Trade from the Perspective of Al-Shatibi's Maqashid Sharia

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in the national economy but continue to face challenges related to managerial capacity, financial management, and business development. To address these issues, the Department of Cooperatives, Micro, Small and Medium Enterprises, and Trade of Surabaya City organized a business capacity building training program for MSME actors. This study aims to analyze the implementation of the training program, identify its impact on MSME management and business sustainability, and examine these impacts through the perspective of Maqashid Shariah proposed by Abu Ishaq Al-Shatibi. This research employed a qualitative field study involving four MSME owners who participated in the 2025 training program. Data were collected through in-depth interviews, observations, and documentation, and analyzed using thematic analysis based on the dimensions of Hifz al-Mal, Hifz al-‘Aql, and Hifz an-Nafs. The findings reveal that the training positively influenced business management practices and sustainability. From the perspective of Hifz al-Mal, participants improved financial management, cash flow control, and business asset protection. In terms of Hifz al-‘Aql, the training enhanced managerial knowledge, business analysis skills, and digital marketing competencies. From the perspective of Hifz an-Nafs, it strengthened participants’ confidence and supported business continuity. The study concludes that the training contributes to the realization of maslahah by improving both managerial capacity and business welfare. Strengthening post-training mentoring is recommended to ensure sustainable outcomes.
